01The context
The neighborhood collapse in Maceió didn't just shake the ground: it disrupted an entire cultural web, masters of popular culture, Afro-Brazilian groups, artists who upheld the region's identity. Repairing that wasn't about transferring money; it was about finding those who had been rendered invisible, listening with legitimacy and ensuring every cent reached the right people with transparency.

After the neighborhood collapse in Maceió, hundreds of affected cultural groups, focused on Afro-Brazilian and popular culture, had to be mapped and included, without losing transparency, traceability or legitimacy before public bodies and industry associations.

I structured the project as a system of listening and governance: mapped the territory, gave the groups a voice in hearings, organized beneficiary data, and sustained the program's institutional and legal articulation.
